Quebec surpasses 13,000 COVID-19 deaths, the highest in Canada

After being severely criticized for failing to announce a reopening timeline, the Quebec government is will soon allow restaurants and bars to reopen, with reduced capacity, followed by stadiums and theatres in early February.
